MELCom International, the European Association of Middle East Librarians, is a non-governmental organization, devoted to promoting co-operation among individuals and institutions in Europe, the Middle East and throughout the world concerned with all aspects of (Middle East) librarianship, book collecting, the book trade and publishing.

      The post-war period saw the establishment in Western Europe of a number of institutions and structures aimed at furthering political, social and economic co-operation and integration. Now the political and economic conditions which shaped these bodies have radically changed with the end of the Cold War. The Conference on Security and Co-operation in Europe, which opened at Helsinki on 3 July and continued at Geneva from 18 September to 21 July , was concluded at Helsinki on 1 August by the High Representatives of Austria, Belgium, Bulgaria, Canada, Cyprus, Czechoslovakia, Denmark, Finland, France, the German Democratic Republic, the Federal Republic of Germany, .
